During the closure and renovations of the St. Kilda Breakwater, the usual penguin viewing spots are not available and you cannot walk out to see them. If you are very lucky you can see them from the beach and the occasional one does wander closer to the shore.

The latest update of the works as of May 2024:
Major works continue. Visitors can now see the outline and decking for the new 450 m pier. Timber decking is a feature that will be prominent as the curved seating area and tiers are nearing completion.
The project
The project will transform the area to make it more accessible and welcoming for all. The new pier provides a better public space, better views of St Kilda, and the city skyline. It also offers a wider, disability-compliant walkway, new restrooms, and tiered seating. The 450-metre-long pier will be constructed of concrete and wood with a design life of 50 years.
Parks Victoria, in partnership with Department of Transport and Planning, is undertaking this exciting reconstruction of the iconic St Kilda Pier.
Project funding
The Victorian Government has invested $53 million in this project.
Project timeline
- 2020-2021 Detailed Design (Completed)
- February 2022: Construction begins
- August – September 2020 – Piling work continues from the water and relocation of foreshore rock groyne
- December 2022: Continued installation and pouring the concrete deck and precast concrete panels.
- From January to April 2023, create a temporary diversion from the kiosk by using pontoons and gangways. Pouring the concrete deck and pouring precast concrete panels and headstocks. Start installing timber structure and service conduits.
- Completed in 2024: Timber decking area, penguin viewing area, and terrace area.
- Spring 2024: Opening of the new Pier
- In 2024, the existing pier will be demolished.

Access changes
- Locals can expect site construction near the beginning of the pier, and Catani Gardens, as part of major work, starting February 15, 2022. Trucks will deliver equipment, a construction compound will be set up and a section on Pier Road will be closed off to traffic. Jacka Boulevard will continue to be the main access point for Sea Baths. After site preparation, the first phase of work will be carried out near the St Kilda Pier Kiosk on the southern breakwater.
